Procurement Department

Located in 368 City Hall, the Procurement Unit continually strives to uphold an established and uncompromising Mission: to ensure that all the customers´ needs are satisfactorily addressed with congenial and attentive service through the expeditious delivery of quality goods and services at the most economic prices available. To achieve its objectives, the Procurement Unit coordinates the purchase of supplies, equipment, and services for all Courts and departments throughout the First Judicial District.

Request for Proposal (RFP): Drug and Specimen Collection Services

The First Judicial District of Pennsylvania ("FJD") hereby releases the two (2) following Request for Proposal (RFP) solicitations: Drug Screening Tests Services RFP and Drug and Specimen Collection Services RFP. In accordance with all terms and conditions of each respective RFP, your organization is invited to submit a response. Please note that although each RFP is independent, the resulting services are complimentary within the project.

All proposals must be submitted in five (5) copies to: Drug Screening Tests Services RFP, First Judicial District of Pennsylvania, Procurement Unit, Room 368 City Hall, Philadelphia, Pennsylvania 19107 and/or Drug and DNA Specimen Collection Services RFP, First Judicial District of Pennsylvania, Procurement Unit, Room 368 City Hall, Philadelphia, PA 19107.

Proposals for each of the above listed RFPs must be received in a sealed envelope at the above address no later than 3:00 P.M., November 15, 2018. Late proposals will not be considered regardless of the reason.

All questions should be submitted in writing to Stephanie B. You are invited to submit a proposal for the First Judicial District of Pennsylvania’s (“FJD”s) Camera, Wireless Panic Button & WiFi Project ("CPW Project") relative to the impending relocation of FJD's Adult Probation & Parole Department and Pretrial Services to 714 Market Street, Philadelphia, PA in accordance with the attached Request for Proposal (RFP).
